Job Brief

As a Flying Supply Officer, you visit projects to strengthen and support the different supply areas. That can be strategically in procurement, stock management etc. or via supporting the implementation of supply policies or through giving trainings.

The Logistics department plays a key role in ensuring logistic performance for the benefit of the programs conducted in the various project countries. The department is responsible for providing strategic direction, coordinated advice and hands-on support to logistics and technical issues in the field. The department consists of the Amsterdam Procurement Unit (APU), the Field Support Unit (FSU) and the End-to-End Supply Chain Excellence Unit.

With immediate effect the Field Support Unit (FSU) is looking for an enthusiastic new team member for the position of:

Flying Supply Officer (100%)

- 70% time spent in the field -


The FSU is responsible for the first- and second-line support to field logisticians and operational decision makers. Additionally, developing relevant policies, procedures, guidance and tools to support the field logisticians in their daily work. Daily management of the FSU is overseen by the Head of Operational Logistics and Field Supply Chain Management, the Head of Technical Logistics, and the Coordinator of Field Supply.

The FSU consists of advisors working directly with operations in HQ and the field, technical experts who are responsible for providing specific support in a number of disciplines, and flying technicians/supply specialists.

The Flying Supply Officer will be part of the Field Supply Support Unit (FSSU). They reside under the Head of Operational Logistics and Field Supply Chain Management and report directly to the Coordinator of Field Supply. They will be functionally managed by the FSU Field Supply Support Advisor. They cooperate closely with the members of the Field Support Unit (Operational Logistics, Supply Chain Advisors, other Flying specialists), the Procurement Unit, other support departments, and Logistics Coordinators in the field.


Main responsibilities

Review:

  • Supply strategy for the mission in one or more supply areas: Procurement, Stock Management and Transportation and Customs, mission or project supply HR structure

Support:

  • Implementation of the MSF-OCA supply policy and strategy in OCA missions by:
  • analyzing the current situation in the mission and crafting improved strategy and systems where needed in an inclusive process involving line management, customers and the logistics department
  • documenting the (re)designed system in a mission specific supply handbook and standard supply SOPs
  • triggering and supporting implementation process of the crafted new setup
  • The mission to ensure compliance with MSF OCA standards in supply chain management.
  • Local supply teams by providing on-the-job training.

Set up:

  • Supply systems in the start-up of (large-scale) emergencies.

Responsibilities and activities

Supply consultancies may comprise of one or more of the following tasks in a mission:

  • Assess supply chain systems in missions and propose an improved system based on effectiveness, efficiency gains and improvement of integrity, including:
  • The country specific supply strategy
  • Mission and HQ approved mission specific policy statements and (altered) Standard Operating Procedures
  • Description of the tools used in supply management in all locations
  • The organigram related to supply
  • A mission and HQ approved supply calendar
  • Responsibilities related to communication and reporting for all locations
  • Together with all stakeholders develop an implementation plan for the improved setup.
  • Support missions in local market assessments and ensure compliance with MSF-OCA procurement policies: assess local suppliers for quality of products and services and local (sub-) contractors for quality of services.
  • Introduction of MSF standard tools.
  • Help in selecting local supply staff.
  • Assist the Supply Advisors of the FSSU in improving field tools based on experience gained in this job.

Candidate Profile

We are looking for a pro-active, flexible, culturally sensitive and reliable self-starter with an educational background in logistical/supply chain management/transport management/operational direction or with comparable experience. Furthermore:

  • You have MSF experience, preferably as Capital or Project Supply Logistician or Logistic Coordinator in at least 2 missions (mobile staff member) or similar experience (local staff assignments).
  • Proven supply skills and knowledge, familiar with the MSF-OCA Supply Chain Processes and OCA supply related tools.
  • Proven training skills and knowledge.
  • A high degree of work autonomy is required.
  • Knowledge of Unifield is an advantage.
  • Proficiency in English (written and spoken) is required and a working knowledge of French is highly preferred.
  • Willingness to spend approximately 70% of the time in the field on assignments of around 1.5 to 2 months each.
  • Willingness to travel and work with different field teams.

We Offer

A Dutch employment contract, based on 40 hours per week. It is a one-year contract with a renewal option.

A gross yearly salary at field function (IRFFG) level 13, with a current salary range between 33,236 and 39,507 euro depending on relevant work experience, based on a fulltime appointment.
